RTI information reveals 90 Lakh spent on Kosi Judicial Inquiry supposed to submit report in three months and just managing "COVER_UP" for three years!





I had represented National Human Rights Commission in September 2008 demanding to Inquire and fix responsibility of Kosi Tragedy of August 2008. NHRC made hearings for one year and then gave an order asking me to approach Bihar Human Rights Commission. It was an irrelevant order and shirking of responsibility. I further represented to the PM against this order and the PMO sent a letter to Minister of Home, Government of India to look into it. Even after so many years, it still does not have time "to look into it".
Meanwhile, in January 2009 Government of Bihar announced an ONE member Judicial Inquiry Commission headed by a retired Judge Justice Rajesh Walia to submit a report within three months on Kosi Tragedy. Even after three years it is NOT anywhere near a Report, and the shocking thing is that the Government of Bihar has spent 90 lakh Rupees on this ONE member Inquiry Commission till 31st March, 2011.This is when Kosi Rehabilitation has still to be completed and thousands of victims still awaiting compensation announced by Government of Bihar. It is becoming clear that there is a conspiracy to protect the guilty and those responsible for the heinous Kosi Tragedy of 2008, while the common people are being duped in the name of Judicial Inquiry.
This sensational information was obtained through RTI by my colleague, Madhepura Congress leader and RTI activist Shri Angad Yadav from Home Department of Bihar Government vide letter dated 05.04.2011. Madhepura Congress leaders Ashok Kamti, Gugal Paswan, Amrendra Yadav, Hemender Kumar, Rajender Kumar (Advocate) and other Kosi victims have threatened agitation from 18th August, anniversary of Kosi Tragedy of 2008, if their demands of adequate pending compensation are not met by then.
I extend my full support to their genuine demand and add that this farce of Inquiry should be wound up, and further loss of Government Exchequer to cover up their misdeeds should be condemned by one and all.
I think CBI should Inquire into Kosi Tragedy because the culprits have to be brought to book. It is disgusting that Kosi Tragedy recurrence chances looms large and that too precisely for same old reason - official apathy and negligence, inspite of much publicised Nitish Kumar visit to the Kosi barrage area and blame game on Nepal.

Does Reliance have a role in fluctuating Oil Prices in India?


Indian Government subsidises public sector oil companies. However, oil sector is also the most taxed (highest in the world) by Government in India. Votaries of internationally failed and manipulative ' free economy' policy ( called Laissez Faire -an environment in which transactions between private parties are free from state intervention, including restrictive regulations, taxes, tariffs and enforced monopolies), or by different names from time to time to suit Imperialist/Rich Nation interests, have been pressurising the Government to de-regulate oil sector in India. The pressure has become intense after Reliance entered retail Oil business and opened a number of outlets in various parts of India, under a gameplan dangerous for Indian Economy and the peole of India(details in later post). Accordingly, Kirit Parikh Committee's recommendated on June 25, 2010, to deregulate them, and the willing Government went on its part to immediately implement it, notwithstanding the public ire which has overweighed their official and unofficial coffers being filled. This is the eighth hike in petrol prices after the Union government accepted the Kirit Parikh Committee's recommendation . So, don't be surprised if you see the closed Reliance Petrol outlets reopening, which had been closed down because Public Sector oil Companies sold @ Rs2/- per litre less and now they will sell @Rs5/- per litre more than Reliance.

19th June was Rahul Gandhi's birthday. I am posting my first encounter with him in 1990 when he visited Madhepura along with his father former Prime Minister Late Rajiv Gandhi to protest atrocities on dalits. There were skirmishes and they had to be escorted out of the place.

पंचायती राज का सच!


पंचायती राज का सच!
राजनीती में भ्रष्टाचार और अपराधीकरण की शुरुआत नीचे से पंचायती राज से ही होती है. अभी बिहार में पंचायती चुनाव संपन्न हुए हैं और उसमें मुखिया और जिला पार्षद बनने की होड़ थी. क्योंकि मुखिया एवं जिला पार्षद को अधिक योजनायें (पढ़ें नाजायज तरीके से रुपये कमाने के अवसर) हैं. और पदों पर कम भीड़ थी. परन्तु इससे भी गंभीर इंतजामात बिहार सरकार की ओर से अपराधियों के लिए है. प्रोफ़ेसर, वकील, शिक्षक चुनाव नहीं लड़ सकते हैं, लेकिन अपराधियों को खुली छूट है.
उधाहरण के लिए सहरसा जिला के पतरघट प्रखंड के सुरमाहा-किशनपुर पंचायत के नवनिर्वाचित पंचायत समिति सदस्य मनोज यादव को लीजिये. जनाब पर ५२ गंभीर अपराधिक मामले दर्ज है. भबनी नरसंहार के मुख्य आरोपी भी हैं. जेल तोड़ कर भाग चुके हैं. जीत कर करबद्ध चित्र अख़बारों में छपवा रहे हैं !
इस तरह के कई उधाहरण है. सुशासन में यह अवसर तो देना ही पड़ता है. वैसे भारतीय राजनीती की नीवं पंचायती राज है और उसमें इनका ही राज है. येही विधान सभा और संसद का भी ट्रेलर है.
