अन्ना हजारे ने आमरण अनशन शुरू किया....





स्वतंत्र भारत में कुछ ही ऐसे छण हैं जब किसी सत्याग्रह या जनांदोलन को स्वतः आम लोगों का विशाल समर्थन मिलता है जैसा आज नई दिल्ली के जंतर मंतर पर शुरू अन्ना हजारे के भ्रष्टाचार के विरूद्ध आमरण अनशन को मिला. मैं अपने कुछ साथियों के साथ अपना समर्थन ज़ाहिर करने के लिए जंतर मंतर गया जिससे अन्ना के आन्दोलन को बल मिले क्योंकि मुझे इस आन्दोलन के सार्थकता, महत्व और ईमानदारी के प्रति कोई शंका नहीं है.
अन्ना हजारे ने आज से अपना अमरण अनशन एक सशक्त भ्रष्टाचार विरोधी कानून " जन लोकपाल विधेयक " लाये की मांग को लेकर शुरू किये हैं.
वहां बांटे गए पर्चे पर लिखा था - " पिछले बार जब अन्ना हजारे ने आमरण अनशन किया तो - * महाराष्ट्र के ६ भ्रष्ट मंत्रियों को इस्तीफा देना पड़ा;* ४०० भ्रष्ट अधिकारीयों को नौकरी से बर्खास्त किया गया;*२००२ - महाराष्ट्र सूचना अधिकार विधेयक पारित हुआ;*२००६ - केन्द्रीय सरकार ने सूचना के अधिकार में अपने प्रस्तावित संशोधन को वापस ले लिया.
अब अन्ना जन लोकपाल विधेयक की मांग को लेकर अनशन कर रहे हैं. ७८ वर्ष की आयु में अन्ना अपने लिए नहीं हमारे बच्चों के भविष्य के लिए अनशन कर रहें हैं.

डॉ.किसन बाबुराव हजारे,उर्फ़ अन्ना हजारे ( जन्म जून १५, १९३८),एक समाजसेवी हैं जिन्हें महाराष्ट्र के अहमदनगर जिले के एक गाँव रालेगन सिद्धि के विकास के लिए तथा इस गाँव को एक माडल गाँव बनाने में योगदान दिया . भारत सरकार ने उन्हें १९९२ में पद्म भूषण से सम्मानित किया.
१९६३ में भारत - चीन युद्ध के समय भारत सरकार के आह्वान पर वे भारतीय फौज में शामिल हो गए. १९६५ में पाकिस्तान के साथ युद्ध के समय वे खेमकरण सीमा पर तैनात थे. पाकिस्तान के हवाई हमले में उनके सभी साथी मरे गए, तथा उनके सर के बिलकुल पास से एक गोली निकल कर चली गयी. उनके जीवन का वो एक निर्णायक छण था. वे स्वामी विवेकानंद के चित्र और बाद में उनके जीवन से प्रभावित हुए.
इस तरह अपने मुट्ठी भर पेंसन के सहारे ही समाजसेवा और अपने गाँव को सुधरने में जुट गए. उनके आन्दोलन के सामने अक्सर सरकार को झुकना पड़ा है. सूचना है की उनके अनशन के समर्थन में महाराष्ट्र के ४०० छोटे बड़े जगहों पर साथ- साथ अनशन हो रहा है.
मैंने देखा की लोगों के साथ-साथ वहां मीडिया का भी भारी जमवारा था. मेरे ध्यान में कुछ मित्रों का शंका आया जो इन्टरनेट पर अपने वार्ता या बयान में बहुत योगदान देते हैं. परन्तु यह मेरा निजी और पूर्ण विश्वास है की भ्रष्टाचार रुपी दीमक जो हमारे देश के जड़ों को खोकला कर रहा है, से अगर कोई लोहा लेता है तो किसी भी कोने या राजनैतिक-सामाजिक छाया से आने वाले समर्थन का स्वागत होना चाहिए, चाहे उनकी जो मजबूरी से वे मदद दे रहें हों.यह भी कटु सत्य है की सिर्फ व्यापक जन आन्दोलन से ही परिवर्तन आयेगा, जैसा १९७७ के जनता (जे पी ) या १९९० के जनता (वि पी) के जनांदोलनो से हुआ था.
मुझे स्वामी विवेकानंद की वो आह्वान याद आ रही है जब उन्होंने कहा, " उठो, जागो और चलते रहो जब तक लक्ष्य प्राप्त नहीं हो जाये." यह इस आन्दोलन को समर्थन देने सभी भारत वासियों को याद रखना होगा. जय हिंद.

Anna Hazare begins fast unto death...






There has been a few instances of widespread public support to mass movements or Satyagrah in Independent India as that of 'Fast unto Death' begun by Anna Hazare today at Jantar Mantar, New Delhi. I too went there with few of my colleagues and registered my support for the cause, the importance and genuineness of which I am convinced.
Anna Hazare has begun fast unto death demanding enactment of a strong Anti Corruption Law called "Jan Lokpal Bill" from today.
The pamphlet distributed said that " Last time when Anna sat on fast -
*6 Corrupt Ministers in Maharashtra had to resign;*400 corrupt officers were dismissed from job;*2002 - Maharashtra RTI Act was passed;*2006 - Central Government withdrew its proposal to amend RTI Act.
Now Anna is fasting to demand Jan Lokpal Bill. At 78, Anna is not fasting for himself, he is fasting for the future of our children.

Dr.Kisan Baburao Hazare, popularly known as Anna Hazare (b. June 15, 1938), is an Indian social activist who is especially recognized for his contribution to the development of Ralegan Siddhi, a village in Ahmednagar district, Maharashtra, India and his efforts for establishing it as a model village, for which he was awarded the Padma Bhushan by Govt. of India, in 1992.

His tryst with the army came when many Indian soldiers became martyrs in the Indo-China War of 1962 and the Government of India had appealed to young Indians to join the Indian army. Being passionate about patriotism, he promptly responded to the appeal and joined the Indian Army in 1963. During his 15-year tenure as a soldier, he was posted to several states like Sikkim, Bhutan, Jammu-Kashmir, Assam, Mizoram, Leh and Ladakh and braved challenging weathers.

At times, Hazare used to be frustrated with life and wondered about the very existence of human life. His mind yearned to look out for a solution to this simple and basic question. His frustration reached the peak level and at one particular moment, he also contemplated suicide. For this, he had also penned a two page essay on why he wants to live no more. Fortunately for him, inspiration came from the most unexpected quarters ?at the book stall of the railway station of New Delhi, where he was located then. He came across a book of Swami Vivekananda and immediately bought it.

He was inspired by Vivekananda’s photograph on the cover. As he started reading the book, he found answers to all his questions, he says. The book revealed to him that the ultimate motive of human life should be service to humanity. Striving for the betterment of common people is equivalent to offering a prayer to the God, he realized.

In the year 1965, Pakistan attacked India and at that time, Hazare was posted at the Khemkaran border. On November 12, 1965, Pakistan launched air attacks on Indian base and all of Hazare’s comrades became martyrs, It was a close shave for Hazare as one bullet had passed by his head. Hazare believes this was the turning point of his life as it meant he had a purpose to life. Anna was greatly influenced by Swami Vivekananda’s teachings. It was at that particular moment that Hazare took an oath to dedicate his life in the service of humanity, at the age of 26. He decided not not to let go of a life time by being involved merely in earning the daily bread for the family. That’s the reason why he pledged to be a bachelor. By then he had completed only three years in the army and so would not be eligible for the pension scheme. In order to be self-sufficient, he continued to be in the army for 12 more years. After that, he opted for voluntary retirement and returned to his native place in Ralegan Siddhi, in the Parner tehsil of Ahmednagar district.

While in the army, Hazare used to visit Ralegan Siddhi for two months every year and used to see the miserable condition of farmers due to water scarcity. Ralegan Siddhi falls in the drought-prone area with a mere 400 to 500 mm of annual rainfall. There were no weirs to retain rainwater. During the month of April and May, water tankers were the only means of drinking water. Almost 80 per cent of the villagers were dependent on other villages for food grains. Residents used to walk for more than four to six kilometers in search of work and some of them had opted to open country liquor dens as a source of income.
More than 30-35 such dens located in and around the village had tarnished the dignity of the village and marred the social peace. Small scuffles, thefts and physical brawls resulted in loss of civic sense. Morality had reached such a nadir that some of the residents stole wooden logs of the temple of the village deity Yadavbaba to burn the choolah of one of the country liquor outfits.
I witnessed the conglomeration of entire Media, and support of people from different shades of socio-political set up. I remembered doubt of some of my friends who contribute widely to discussions especially in Net dialogues / monologues. However, it is my firm belief that while combating the termite of today's socio-political disorder eating away into the prosperity of India and Indians, support coming from different quarters are welcome, but it is also a a hard fact that only a mass movement can bring about meaningful difference as the kind that occurred in 1977 the Janta Rising (JP) or 1990 also the Janta Rising (VP)!
So, remember what Swami Vivekanand had to say, " Arise, awake and stop not till the goal is achieved." This is for those who also support this cause.

श्रंद्धांजलि - वरीय अधिवक्ता स्व रमेश चन्द्र यादव (१३ मई १९३८-२ अप्रैल २००५), मेरे पिताजी के छठे पुण्यतिथि पर


श्रंद्धांजलि - वरीय अधिवक्ता स्व रमेश चन्द्र यादव (१३ मई १९३८-२ अप्रैल २००५), मेरे पिताजी के छठे पुण्यतिथि पर.
स्व रमेश चन्द्र यादव स्व रासबिहारी लाल मंडल, ज़मींदार मुरहो स्टेट , मधेपुरा (बिहार) के प्रथम सुपुत्र स्व भुब्नेश्वरी प्रसाद मंडल, ऍम एल सी, १९३७ बिहार-ओड़िसा विधान परिषद्, एवं, अध्यक्ष, जिला परिषद् , भागलपुर(अपने मृत्यु १९४८ तक) के तृतीय सुपुत्र थे. उनके सबसे बड़े भाई स्व न्यायमूर्ति राजेश्वर प्रसाद मंडल, पटना उच्च न्यायलय के पिछड़े वर्ग से आने वाले प्रथम न्यायधीशों में थे. उनके दुसरे बड़े भाई स्व सुरेश चन्द्र यादव , पूर्व विधायक, तथा सहरसा जिला परिषद् के पूर्व अध्यक्ष थे.
स्व रमेश चन्द्र यादव मधेपुरा के वरिष्ठ व निर्भीक अधिवक्ता थे. वे मधेपुरा के सांस्कृतिक, सामाजिक व राजनैतिक जीवन के एक युग का प्रतिनिधित्व करते थे. वे मधेपुरा भूमि विकास बैंक के कई कार्यकाल तक अध्यक्ष रहे. मधेपुरा- सुपौल केन्द्रीय सहकारी बैंक के निदेशक रहे और किसानो के लिए हमेशा कIम करते रहे. लगभग तीन दशकों तक मधेपुरा के सांस्कृतिक जीवन की अभिन्न पहचान त्रिदिवसीय सार्वजनिक दशहरा संगीत समरोह के करता-धर्ता स्व रमेश बाबु ही थे जो उनकी मृत्यु के बाद समाप्त ही हो गयी. मधेपुरा में खेल-कूद से जुड़े हरेक कार्यक्रम में उन्ही का योगदान होता था. मधेपुरा नगर पालिका में जब तक वे प्रमुख व विशिष्ठ वार्ड संख्या का प्रतिनिधित्व करते रहे, नगरपालिका का कार्य भी सही ढंग से चलता रहा. वे अपने चाचा स्व बी पी मंडल के लगभग सभी चुनाव के चुनाव प्रभारी रहे और मधेपुरा की स्थानीय राजनीती में सम्मानीय मुरहो परिवार का प्रतिनिधित्व करते रहे. रासबिहारी उच्च विद्यालय के प्रबंध समिति में दानदाता परिवार के नाते हमेशा सदस्य रहे और शिवनंदन प्रसाद मंडल उच्च विद्यालय में प्रबंधन को लेकर जब तथा कथित अगरों-पिछड़ों का संघर्ष हुआ तो वे आसानी से विद्यालय प्रबंधन समिति के सचिव चुने गए और कई वर्षों तक बने रहे. उन्ही के प्रयास से विद्यालय के परिसर के चारों ओर दीवाल का निर्माण हुआ जिससे विद्यालय के ज़मीन की सुरक्षा हुई और मुख्य सड़क के किनारे दुकानों के निर्माण से विद्यालय को आमदनी का स्रोत निश्चित हुआ.
स्व रमेश बाबु कभी भी मधेपुरा के आम नागरिकों के लिए किसी भी पदाधिकारी से आमना-सामना करने के लिए तैयार रहते थे. एक बार एक जिला पदाधिकारी के इशारे पर मधेपुरा के सम्मानीय घोष परिवार के विरुद्ध एक झूठा मामला दर्ज किया गया और अधिवक्ताओं को इस मामले में पैरवी नहीं करने की धमकी दी गयी. स्व रमेश बाबु ने न सिर्फ उस व्यक्ति के मामले की न्यायलय में पैरवी की बल्कि उसे निर्दोष भी साबित किया. बाद में उक्त जिला पदाधिकारी ने उनके उपर झूठा मुकदमा करवाया. आनन फानन में मधेपुरा वासियों ने मधेपुरा बंद किया. तत्कालीन प्रधान मंत्री स्व विश्वनाथ प्रताप सिंह के हस्तक्षेप के बाद बिहार के मुख्यमंत्री लालू प्रसाद ने उस जिला पदाधिकारी का रातों रात तबादला किया.
स्व रमेश चन्द्र यादव कुछ समय तक बीमार रहे और दिल्ली में उनका इलाज़ चल रहा था. २००५ के होली क अवसर पर वे चिकित्सकों के सलाह के विपरीत मधेपुरा आयें. शाम को मधेपुरा के प्रमुख अधिवक्ताओं, जैसे श्री रंधीर सिंह,श्री धीरेन्द्र झा, श्री सोहन झा, श्री प्रफुल यादव इत्यादि , का जमघट रमेश बाबु के घर पर था और ठहाकों के बीच उन्हें ब्रेन हमोरज हुआ. उन्हें रातों रात दिल्ली के अपोलो अस्पताल में भारती कराया गया. परन्तु २ अप्रैल को उनका स्वर्गवास हो गया. अगले दिन उनका दाहसंस्कार हरिद्वार में किया गया.
स्व रमेश चन्द्र यादव के मृत्यु के बाद ऐसा लगता है कि मधेपुरा के सांस्कृतिक, सामाजिक व राजनैतिक जीवन में उनकी कमीं को पूरा करना संभव नहीं है. मैं उनके छठे पुण्यतिथि पर श्रद्धांजलि अर्पित करता हूँ.

Academic Forum for Social Justice.
Seminar on “Privatisation of Higher Education and its impact on Reservation.” at University Guest House, University of Delhi on 25th March, 2011.
A report –
The seminar was addressed by a number of speakers from political and academic fields. Teachers, Karamacharis and students of Delhi University, JNU and Jamia attended the seminar.
The pre-lunch session was coordinated by Shri Anil Rai, Associate Professor, Department of History, Satyawati College. Shri Ram Vilas Paswan, MP and President of Lokjanshakti Party presented the keynote address and called upon the academic community to unite and fully utilize the policy of Reservation granted by the Indian Constitution. He said it would be premature to demand Reservation in private sector, until reservation in Government sector remained unutilized. Shri Ram Vilas Paswan called for all round unity of SC,ST and OBC.
Shri D P Yadav, former MP and Congress leader from Bihar was candid in pointing out towards the Caste Census and said people should be cautious in NOT mentioning sub-castes and total count of castes within OBC should not go beyond a number so as to create confusion. Janab Ali Anwar, MP, spoke in favour of granting Reservation and said the people of Muslim Community belonging to backward classes had gained from OBC reservation policy. Shri Upendra Kushwaha, MP, said that privatization was a ploy to defeat the Reservation Policy. He said that it was unfortunate that the Prime Minister had not granted an appointment to OBC forum of MP’s in Parliament to discuss problems of OBC’s. Dr Kanchi Illaiah, Director, Social Inclusion & Exclusion Policy, Hyderabad University, gave detailed analysis of the Reservation Policy versus Privatisation. Dr Hansraj Suman also gave an enlightening account of Social Justice situation at Delhi University and underlined the leading role of SC,St group in fighting for the cause. He said that Delhi University was ignoring and not maintaining proper roaster system.
The post lunch session was coordinated by Dr Chitra Rani, Associate Professor, B R Ambedkar College. Dr P C Pattanjali, former Vice- Chancellor, Jaunpur University and Bhagalpur University spoke at length on the situation in which Mandal Commission was implemented in 1991 and the events that unfolded at Delhi University. He cautioned that the fight for due share of Other Backward Classes continued and unity amongst SC, St and OBC at Delhi University was important in making the agitation successful.
Dr Bali Ram, MP from BSP (UP) gave an graphic account of Late Kanshi Ram’s struggle for the cause of Bahujan (have nots) which included SC, ST and OBC. He recalled how massive Dharna for 45 days had been staged by BSP in the leadership of Late Kanshi Ram at three locations at New Delhi in which the slogan was “Mandal Commission lagu karo, warna gaddi khali karo.” He said that only after the Dharna was over that Shri Devi Lal, Deputy Prime Minister had come to meet Kanshi Ram ji and promised to take action.
Prof P K Yadav, of Life Sciences Department and former Dean at JNU gave an exclusive insight into various designs followed to nullify reservation for OBC and to elbow off their rights. He also suggested ways to combat such mischievous acts. Prof Yadav said that the roaster was being violated all the time in various institutions, also because many of us are not trained about it. He supported 20 point roaster and said that concept of single post not to be reserved had no logic and should be struck off.
Prof Subodh Narain Malakar of JNU cautioned the audience on getting misled or carried away by loud sounding phrases like “affirmative action” and called upon everyone to take the Reservation issue as a Constitutional right rather than just a policy. He said that it is illogical to keep Nuclear Department outside the ambit of Reservation.
Popular journalist Shri Anil Chamaria gave some latest information, drawn by RTI, on the number of personnel in AIR and Doordarshan at certain stations showing OBC count was nearly Nil and said that they were not exceptions but the rule. He said when Babri Masjid was demolished the Chief Minister of UP was Kalyan Singh, an OBC. He said that even in departments where OBC were in charge the requisite reservation for OBC were not given, for example the Rajya Sabha Channel, and we need to guard against such situation. He said that recently a channel “Colors” had bluntly and abusively attacked the Reservation Policy in a serial called “Arakshan – armanon ka balidaan” and not a word was raised against it. He pointed out that recently introduced ‘Semester System’ at Delhi University will have to be watched carefully because there were indications that it could be a ploy against Reservation system also, apart from blatantly attacking our higher education system.
Dr Suraj Yadav, Associate Professor, Department of History, said that the subject was close to his heart because his great grandfather Late rasbihari Lal Mandal was one of the founder members of Indian National Congress from Bihar and founder of Akhil Bhartiya Gope Jatiya (Yadav) Mahasabha in1911 and his son Late B P Mandal, former Chief Minister of Bihar had presented the Second Backward Classes Commission report in 1981. Dr Yadav said that when mandal Commission report was implemented in 1991 by V P Singh government there was such intense reaction that no one dared speak infavour of reservation. In fact, he knew several beneficiaries who used to sport ‘Anti-Mandal’ tag on their foreheads and are now IAS/IPS on the basis of reservation. He categorically called for joint front with SC, ST and OBC on the issue and also take help of the Left and Socialists who support their cause. He recalled how when Mandal had visited West Bengal in course of compilation of the report that Jyoti Basu had commented that there was no caste in Bengal. B P Mandal had shown him metrmonial columns of leading newspapers of Bengal in which almost all advertisements mentioned caste and sub castes for marriage. Dr Yadav said privatization was reaction of Mandal Commission implementation to neutralize it, just as Rath Yatra of Advani was meant to finish the revolutionary effects of implementation of OBC reservation.
Dr R C Yadav, Associate Professor from Satyawati College spoke in detail about the circumstances of formation of Backward Classes Commission and the great role of Chaudhary Charan Singh, the then Deputy prime Minister in it. He refute Dr Bali Ram’s views that Chaudhary Devi Lal had played a positive role in the implementation of Backward Classes Commission report. He also called a unified action programme with SC, ST and OBC for safeguarding Reservation rights.
Shri Dhanraj Poswal, General Secretary of OBC Employees Union at Delhi University spoke on need for joint action on common issues with SC,ST unions. Shri Amar Singh Amar recalled the traumatic experience when Mandal Commission was implemented in1991.
Dr Tulsi Ram Kannaujia, Associate Professor from Zakir Hussain College gave his Presidential address and pointed out the lacuna in various judgments which bound OBC reservation but could not strike it off. Dr Kannaujia also called for upholding the supremacy of legislature over Judiciary, which is now ruling defacto.

बिहार – विशेष दर्ज़ा या विशेष लूट .

जहाँ एक ओर बिहार सरकार केन्द्रीय सहायता को मार्च आ जाने तक भी पूरी तरह उपयोग नहीं कर पायी है, और दूसरी ओर केन्द्रीय योजनाओं में बेतहाशा लूट जारी है, यह समझना कठिन है की नितीश कुमार और उनके साथियों का बिहार को विशेष दर्ज़ा दिए जाने से उनका क्या तात्पर्य है. मनरेगा को चलाने वाले एक-एक ठेके पर बहाल कर्मचारी पटना में ५० - ६० लाख का घर ले रहें है, और सरकार दावा करती है की योजना में सहायता कम पड़ रही है. लालू प्रसाद की पिछले सरकार ने जहाँ एक ओर सिर्फ लूटने का काम किया था, यह सरकार काम भी कर रही है और लूट भी जारी है.
कैग ( भारत सरकार का महालेखाकार) के रिपोर्ट में कहा गया था की २००७-०८ तक बिहार सरकार ने ११,४१२ कड़ोड़ रूपये के विकास खर्च के लेख-जोखा में गड़बड़ी की है, और बाद में पटना उच्च न्यायलय ने भी इस पर संज्ञान लिया था और सी बी आई जांच की अनुशंसा की थी , जिसे manage कर लिया गया.
कैग की एक दुसरे रिपोर्ट में कहा गया है की बाढ़ सहायता में एक बड़ा घोटाला हुआ है और अगस्त - अक्तूबर २००७ में कुछ जिलों में ट्रक पर राशन भेजने के बजाय मोटर सायकल पर खाद्य सामग्री ढोए गए थे जिसमें बाढ़ राहत के लिए २७४.१५ quintal का गोल माल हुआ था. विधान सभा में पेश कैग के अन्य रिपोर्ट में दोपहर खाने, स्वर्ण जयंती ग्राम स्वरोजगार योजना में भारी घोटाले के आरोप लगाये गए हैं जिन पर राज्य सरकार ने कोई कार्यवाई नहीं की है. कैग रिपोर्ट में राष्ट्रिय ग्रामीण स्वास्थ्य स्कीम, जननी सुरक्षा योजना अदि में भ्रष्ट अफसरशाही के कारण १४०० कड़ोड़ रूपये का घोटाला हुआ. शिक्षक ट्रेनिंग के लिए ८.७३ कड़ोड़ रूपये का कोई उपयोग ही नहीं हुआ.
कोशी त्रासदी की मार झेल चुकी जनता बाढ़ राहत के घोटाले की भुक्तभोगी है. आश्चर्य यह है की कोसी त्रसदी की जांच के लिए नियुक्त राजेश वालिया आयोग को तीन महीने में रिपोर्ट देना था परन्तु चार वर्ष बीत जाने पर भी रिपोर्ट का अता-पता नहीं है.
अधिकारीयों के संपत्ति का ब्यौरा आज कल सबसे हँसाने वाले चुटकुले हैं, और चंदा मामा की कहानियों को मात कर रही है. राज्य के एक वरिष्ठ अधिकारी का पटना के डाक बंगला चौराहे पर भारी संपत्ति और होटल के बारे में रिक्शा वाले भी जानते हैं, परन्तु सरकारी वेबसाइट पर उन्हें चढ़ने के लिए के कार भी नहीं है.
इनका जवाब नितीश कुमार जी ढूँढ लें, तो विशेस राज्य का दर्ज़ा स्वतः प्राप्त हो जायेगा, अन्यथा विशेस लूट जारी रहेगा.

While Bihar Government is unable to utilize fund allotted to it and even more disturbing is the fact that it has totally failed in curbing ‘loot’ of these funds, it is beyond comprehension what Shri Nitish Kumar and his bandwagon mean by asking for ‘special’ status for Bihar. The only difference is that while the previous regime of Laloo Prasad just ‘looted’, the present regime has credit to it that it has done work and also ‘looted’.
After the raging controversy over the last CAG report that highlighted financial irregularities in development schemes in Bihar, the Nitish Kumar government has so far submitted vouchers pertaining to expenses worth Rs 2,056 crore, officials said. "The drawing and disbursing officers have till today furnished the vouchers of expenses worth Rs 2056 crore to the office of the Accountant General," officials told agency. While, the CAG had highlighted financial irregularities of Rs 11,412 crore in development schemes in Bihar between 2002-03 and 2007-08. Bihar Government on Monday sought a stay, and later managed one, on Patna High Court’s directive seeking a CBI probe into alleged irregularities amounting to Rs. 11,412 crores between 2002 and 2008.

Another report of the Comptroller and Auditor General (CAG) has exposed the recent corruption in flood relief in Bihar that says that the officials have carried quintals of foodgrains for flood relief on two wheelers instead of trucks amounting to Rs.25 lakh scam in the state.According to the CAG report 2009, motorcycles and scooters were ostensibly used instead of trucks for ferrying food grains during August-October 2007 flood relief operation in Khagaria district. The CAG report also said, "Claims that 3,115.66 quintals of foodgrains worth Rs.25 lakh were transported appeared false and the money has been embezzled using fake truck numbers.”The report said that a scooter was shown to have carried 92.49 quintals of foodgrains and three motorcycles were together shown to have carried 274.15 quintals of foodgrains meant for flood relief.
The CAG report for the fiscal year of 2007-08, tabled in the state Assembly on July 10, has not only found misappropriation of fund but has also indicated embezzlement in many such schemes including Mid-Day meal, Swarnjayanti Gram Swarozgar Yojana
The CAG also revealed cases of fraudulent withdrawals in National Rural Health Mission scheme. The Janani Suraksha Yojana, meant to encourage child-births under institutional care, has also become an easy target for the corrupt bureaucracy. Under this scheme mothers giving birth in primary health centres get cash benefit of Rs. 1400 for every birth – and the CAG has detected fraudulent withdrawals amounting to Rs. 6.6 lakh in just 14 PHCs in five districts (Kishanganj, Bhagalpur, Nalanda, Gopalganj and East Champaran), with 298 women being shown to have received cash benefit for two to five child-births in just two months! It should be remembered that there are 534 PHCs in Bihar and the CAG only checked a small sample of 14 PHCs.
When availability of quality teachers is a national concern, over Rs 8.73 crore in central funding for teachers training has been lying unused for around 14 years in Bihar, according to the Comptroller and Auditor General (CAG).

The latest CAG report says, "Failure of the Human Resource Development Ministry in monitoring the utilisation of grants released to the Bihar government for establishing District Institutes of Education and Training (DIET) and Colleges of Teachers Education resulted in retention of Rs 8.73 crore."

Resignation from Nationalist Congress Party.




Nationalist Congress Party National Media Convenor and former National Youth Working President SURAJ YADAV resigns from his post and primary membership of the party.

Nationalist Congress Party National Convenor of Media Department and former National Working President of the Youth Wing, Suraj Yadav announced his resignation from the party post and primary membership of the party at New Dehi today.
Suraj Yadav was founding Member of NCP since 1999 and had contested from Madhepura Lok Sabha Constituency on NCP ticket in 1999 against Shri Laloo Prasad and Shri Sharad Yadav. He served as President of the Bihar Pradesh NYC and later National Working President of the Youth Wing of the party (Nationalist Youth Congress). For last few years he was the National Convenor of the Media Department of the Party.
In the resignation letter submitted earlier to NCP National President Shri Sharad Pawar, Suraj Yadav wrote, “…I render my sincere thanks to you for great trust you reposed in me for all these 12 years I have been in the Party, since its inception, and for different positions I got in the party, including that of National Working President of the Youth Wing, due to your blessings. However, my potentialities were not fully realized. I am a Cancer Survivor also, and I know to fight. I shall fight my way in National Politics with the legacy of Late Rasbihari Lal Mandal (Freedom fighter and founder of All india Yadav Mahasabha in1911) and Late B P Mandal (former Chief minister, Bihar), with high moral value I have set for myself and with dedicated and sincere service to the common citizens for the vision I have for my Nation and its people, especially of Madhepura and Bihar.”
Meanwhile, the entire NCP District unit of Madhepura including President Shri Angad Yadav and of Saharsa Md Pintu Alam have also sent their resignations to Bihar Pradesh NCP Prsident Shri Mohan Lal Agarwal.

प्रो सूरज यादव १९९९ से पार्टी के संस्थापक सदस्यों में थे एवं १९९९ में मधेपुरा लोक सभा क्षेत्र से श्री लालू प्रसाद और श्री शरद यादव के विरुद्ध राष्ट्रवादी कांग्रेस पार्टी के प्रत्याशी थे जिस चुनाव में लालू प्रसाद जी अप्रत्याशित रूप से हार गए थे. सूरज यादव २००० - २००२ तक बिहार प्रदेश राष्ट्रवादी युवा कांग्रेस के अध्यक्ष , २००२ -२००४ तक राष्ट्रीय युवा महासचिव, २००४-२००७ तक राष्ट्रवादी युवा कांग्रेस के राष्ट्रिय कार्यकारी अध्यक्ष और उसके बाद से मीडिया विभाग के राष्ट्रीय संयोजक और प्रवक्ता थे.
