संघ लोक सेवा आयोग की मनमानी और अभ्यर्थियों का जायज विरोध -

भारत के संविधान द्वारा स्थापित संघ लोक सेवा आयोग का एक महत्व्पूर्ण कार्य देश की प्रशासनिक व्यवस्था के लिए सिविल सेवा परीक्षा के द्वारा आईएस, आईपीएस, इनकम टैक्स अधिकारी आदि उच्च पदो पर नियुक्तियों की अनुशंसा करती है।

विगत एक-दो वर्षों से संघ लोक सेवा आयोग के काम काज पर लगातार प्रश्न-चिन्ह लग रहे हैं और नवन्युक्त एक-दो सदस्यों के क्रियाकलाप तो बहुत संदिग्ध है. देश के सर्वोच्च सेवा की नियुक्तिओं में धांधली से सिर्फ परीक्षार्थियों का मनोबल ही नहीं गिर रहा है, बल्कि देश के प्रशासन के भविष्व पर भी सवालिया निशान लग चुका है. अपनी गलतियों को छुपाने के लिए संघ लोक सेवा आयोग बेवजह गोपिनियता को अपना हथियार बनाते हैं, जिसे देश के सर्वोच्च न्यायलय द्वारा ख़ारिज किया जा चुका है।
संघ लोक सेवा आयोग, सिविल सेवा परीक्षा में बारबार परिवर्तन कर ग्रामीण और पिछड़े प्रतियोगियों के लिए बाधाएं उत्पन्न कर रहा है। सिविल सेवा की प्रारंभिक परीक्षा में 2011 से बदलाव किए जा चुके हैं। इसमें वैकल्पिक विषयों को खत्म किया जा चुका है। इस वर्ष भी सिविल सेवा परीक्षा की तैयारी कर रहे छात्रों की धड़कनें बढ़ी हुई हैं क्योंकि तय समय पर संघ लोक सेवा आयोग (यूपीएससी) ने इसका विज्ञापन नहीं निकाला है। इसलिए यह अटकलें लगाई जा रही हैं कि इस बार मुख्य परीक्षा में बदलाव का ऐलान हो सकता है।

ग्रामीण और पिछड़े क्षेत्रों के प्रतियोगियों को परीक्षा का पैटर्न समझने में ही समय (उनका उम्र) निकल जाता है। जब तक वे परीक्षा के कायदे और बर्रेकियों को समझते हैं तब तक संघ लोक सेवा आयोग 'प्रतियोगिता के नियमों' को ही बदल देता है।(They change the rules of the game). इससे कम से कम ग्रामीण क्षेत्र के उम्मीदवारों का चयन हो पता है।

मौजूदा 26 वैकल्पिक विषयों को हटाकर सिर्फ दो प्रश्न पत्र रखे जाएं। ये दोनों प्रश्न पत्र कॉमन और वस्तुनिष्ठ होने चाहिए। पहला प्रश्न पत्र सामान्य अध्ययन एवं दूसरा उपरोक्त 26 विषयों का कॉमन प्रश्न पत्र होगा। इसके अलावा भाषा के प्रश्न पत्रों को पूर्ववत रखे जाने की संभावना है।

संघ लोक सेवा आयोग की सिविल सेवा परीक्षा में अंग्रेजी के पर्चे को मेरिट में जोड़ने के खिलाफ राष्ट्रीय जनता दल, समाजवादी पार्टी, शिवसेना और भारतीय जनता पार्टी के सदस्यों ने लोकसभा में जमकर हंगामा किया।

इधर 9 दिसंबर, 2013 को दिल्ली में संघ लोक सेवा आयोग (यूपीएससी) के परीक्षा प्रारूप में बदलाव की मांग करते हुए सैकड़ों छात्रों ने संसद भवन के बाहर सोमवार को प्रदर्शन किया। इनका कहना था कि ''परीक्षा का प्रारूप भेदभावपूर्ण है। इसकी समीक्षा की जानी चाहिए।''

हम मांग करते हैं कि संघ लोक सेवा आयोग द्वारा परीक्षा प्रारूप में की गयी उलट फेर को तत्काल प्रभाव से निरस्त किया जाय और तब तक इससे प्रभावित अभियर्थियों को एक अतिरिक्त मौका दिया जाय। 2010 से किया गए परीक्षा पैटर्न में परिवर्तन कि जांच उच्च स्तरीय समिति द्वारा की जनि चाहिए जिसकी रिपोर्ट संसद के समक्ष प्रस्तुत किया जाना चाहिए।

Union Public Service Commission has been establishes by the Constitution of India, among other duties to hold Civil Services Examination for recruitment and appointment to highest posts including IAS, IPS, IRS etc.

However, during past 5 years the conduct of UPSC has been highly autocratic, partial and its decisions have been pointedly against candidates who come from rural areas, and have educational background in regional and Hindi mediums. The most important thing is that since 2010, UPSC has repeatedly changed the pattern of Examination without holding proper discussions, debate and with some hidden agenda which is obviously against the national interest and the common people, and ostensibly at the instance of the Coaching mafia.

It is a matter of concern that during this period there has been repeated protest by candidates on the authenticity, impartiality and transparency of results affecting the future of candidates as well as the nation`s administrative structure. There have been complaints on the functioning of Union Public Service Commission for past few years and the activities of one or two newly appointed members have been under scanner. The UPSC repeatedly takes refuge in the garb of 'Secrecy' to cover up its misdeeds, which has been summarily rejected by the highest Courts of the nation.
Then there was a furor in Lok Sabha on 15th March, 2013, after UPSC decided to make English compulsory and delete regional languages including Hindi as the medium of examination.

Now the candidates have protested on repeated change and demanded additional attempts. A hundred student activists and civil services aspirants were rounded up by police on Monday morning when they tried to march towards Parliament demanding changes in theUnion Public Services Commission examination pattern. Student organizations have demonstrated at Jantar Mantar demanding change in the UPSC examination format. The protestors were demanding three extra chances in the UPSC entrance examinations, a review of the examination pattern, and inclusion of certain subjects in the syllabus which were dropped this year.

The students demanded a three-year age limit relaxation be provided and that the government take steps to stop discrimination against candidates from regional and rural backgrounds.

We support the demand of the students and demand a high level Inquiry into the functioning of UPSC, basis of changes made and the role of controversial members of UPSC. Till the report is submitted UPSC should continue with the pre-2010 pattern and arrangements of Civil Service Examination.
