PATNA – Nitish Kumar, the Chief Minister of Bihar has finally decided to scrap the MLAs Local Area Development ( MLALAD) fund. The cabinet meeting held on Tuesday finalized the decision which will come to effect from fiscal year 2011. It is a historic step in Indian politics.
The Principal Secretary, cabinet co-ordination department Afzal Amanullah briefed the media here after the meeting. He said ‘Earlier it was the Rural Work Department, which was acting as a nodal agency to spend the MLAs funds. Now Nitish Kumar has directed Planning and Development Department to come out with an alternative scheme, which should be more transparent and pragmatic in nature’
Fact - The misuse and misappropriation of public money in Bihar, and indeed of India, is more by bureaucrats or with their active connivance than just MLA's. So, this decision of Nitish Kumar is meant to be a New Year Gift to DM's etc. also to acknowledge their active 'support' in bringing him back to power! Though, their jack was not much needed, as the outcome of the Elections was heading the same way & foregone conclusion with dreaded Lalu and thoroughly sold out Congress in opposition.
