UPSC dares Modi Sarkar : rejects Jitendra Singh’s ‘little’ and misplaced concession to agitating students. Tainted Members rule the roost.



Congress is shedding crocodile tears, and BJP is behaving like UPA III, while the students who had hoped that with the coming of Modi Sarkar, the ‘injustices’ of UPSC will be put to order are feeling cheated.It would have been much more appreciated if instead of Madam Beniwal, Mr Aggarwal of UPSC would have been retired forcefully, ignoring the ‘constitutional’ guard they were carrying in their defense.

UPSC Chairman DP Agarwal, due to retire on 16th August, rejected even the little “piecemeal” solution offered by the NDA government to resolve the CSAT row. The Modi government had proposed on Monday that the controversial English comprehension questions in the CSAT paper need not be factored in while preparing the grades or the merit list. But a day before the government came out with its solution, the full bench of the UPSC met on Sunday and decided against tweaking or scrapping the CSAT or postponing the examination scheduled on August 24.

The meeting attended by all ten members and chaired by UPSC Chairman Prof. D P Agrawal decided that it being an autonomous body, they should not be “submissive.” The only concession was that they agreed to offer the aspirants was another chance, especially for those who had exhausted their six attempts before 2011 when the new CSAT format was introduced.The UPSC had conveyed its decision to the government and was surprised when Dr Jitendra Singh, Minister of State for Personnel, announced in the House that the section dealing with English comprehension will not be counted while calculating the marks.The government’s confusing proposal may become in fructuous unless the UPSC clears it, and as of now the UPSC is not inclined.

But behind the tall claims of ‘autonomy’ lies the controversial appointment of some members of this holy cow, i.e., UPSC, especially those who are tainted and unfit to be in the body which selects what Sardar Vallabh Bhai Patel called the ‘steel-frame’ of India. No wonder the steel-frame is now gathering rust.

At least three present members and to some extent the retiring Chairman may be considered controversial. It is indeed interesting how the Congress rushed through and appointed Prof Hem Chandra Gupta on last day of their Government, the 15th May, 2014, by asking the IIT administration to relieve him on a Gazetted Holiday (14th April, 2014). It may be noted that he was asked to leave the post of Vice-Chancellor within two months of his appointment as he created anarchy in the University.(He was VC of Ch Charan Singh University from July 2011 to September 2011). He was instrumental in ordering cutting of several trees during his tenure as Deputy Director (Administration) and due to such controversies he was not permitted to be join as NSIT as Director in 2009 by the Delhi Government. There was another controversy when he tried to mastermind his selection at NSIT against the AICTE approved process.

Other case of dubious appointments at UPSC is of Mr A P Singh, former Director, CBI. ().

Another controversial tainted Member is Mr Chhattar Singh, former Private Secretary to the Chief Minister of Haryana, who was rewarded for being facilitator to Mr Vadra.
Then, we have Modi Sarkar who forgets that when people voted for change, it was not just the Congress but also their highly corrupt practices and blatant nepotism.

All of them are strong votaries of C-SAT. I salute the students who have continued the struggle even at the cost of Modi Sarkar’s U-turn and the UPSCs expected reactionary approach.
