Facts on 1st Republic Day.


• India obtained its Independence from 300 years of British Rule in 1947 on August 15th but the constitution of India was formalised and came into effect on 26th January 1950.
• After independence, the country India did not have a constitution to guide us.
• Indian National Congress was the sole formal voice of Indians, but then it was not an elected body.
• During the period between 1947 and 1950 King George VI was the head of the country.
• C. Rajagopalachari was the Governor General of India during this period.
• It was only after January 26th, 1950 that the first president of India was elected, Dr. Rajendra Prasad.
* Upon India's independence on August 15, 1947, the new Congress-led government invited Dr B R Ambedkar to serve as the nation's first law minister, which he accepted. On August 29, Ambedkar was appointed Chairman of the Constitution Drafting Committee, charged by the Assembly to write free India's new Constitution.
* After proclaiming India a Republic, the retiring Governor-General, C Rajgopalachari, invites the first elected President of the Republic, Dr Rajendra Prasad (left), to occupy the Presidential seat in the Durbar Hall at Government House, in this picture extracted from The Times of India dated January 28, 1950. Tribute to Bharat Ratna Pt Bhimsen Joshi.

As a contributor for organising SPIC-MACAY Classical Programme during my student days at Kirori Mal College I had first seen and met Pt Bhimsen Joshi. Anybody who liked music would be his fan.

As the sun of Monday morning dawned, it took away the 'don' of Hindustani classical music, the 89-year old Pt. Bhimsen Joshi, the legendary man who spent his last days fighting the prolonged illness. He breathed his last at Sahyadri Hospital in Pune around 8.05 am. The news of his death has come in as a rude shock to one and all throughout the world.

Readers may recollect that this iconic vocalist was the member of Kirana Gharana and was known for the 'Khayal' form of singing. Born to a father who was a schoolmaster, Panditji, as a child, was deeply moved by a recording of Abdul Karim Khan, who was also the founder father of the 'Kirana Gharana'. Millions of his fans all over the globe, till today, remember his rendition of 'Mile Sur Mera Tumhara' as well as 'Piya Milan Ki Aas', 'Jo Bhaje Hari Ko Sada'. Besides this, Joshiji had also sung for several films including Basant Bahar (1956), Birbal My Brother (1973), Tansen (1958) and Ankahee (1985).

In 2008, Bhimsen Gururaj Joshi was also the proud recipient of Bharat Ratna, considered to be India's highest Civilian honour. Not just that, he was also conferred the 'Natak Akademi Award' (1976) 'Padma Bhushan' (1985), and 'Padma Vibhushan' (1999).

May the soul of this great artist rest in peace.

Big LADY Boss (4) - Sweta Tiwari.

Sometimes vices become virtue - at least for the Winner of Big Boss 4 - Sweta Tiwari. Nothing is as sweet as success, with so much money to win doing what some relish in watching. I don't watch any of these(?) programmes, but I did see on the idiot box, brother Salman Khan announce Sweta as winner of the contest (sic). Sweta underarms were clean as her expressions, when Salman caught her wrist to raise it as for winners in a ring. But she kept on calling Salman, "Salman Bhai", any cues from Veena Malik. Anyway, personally I would have loved to know that Ms VEENA Malik won the show. I loved to see her in a news clipping pronounce SWETA and ASHMIT.

The reports - The finals was very colorful. Sara Khan didn’t want to talk about her marriage. Jor Ka Jhatka Jhor se lega. Aanchal Kumar received the Big Boss Silencer award. She put up a very good dance. Hrishant Goswami got Chabibaaz award. Manoj Tiwari and Salman Khan got into an argument. Manoj performed a great dance. Sameer Soni received Aalsi award. mein Hun Mein award went to Veena Malik. She danced to popular Sheila Ki jawani tune. This time the fatigue of seeing Veena Malik was less. Hopefully it will be some time before we see her and by that time the fatigue would have worn out to least. By the way, is she looking at least 10 years older than when she came in.

Interesting - Astrologer Bejan Daruwala NOTproven wrong! Bejan Daruwalla predicted that Shweta Tiwari or Dolly Bindra will win. He predicted that Salman Khan will host next Big Boss show too.

Bihar Govt Scraps MLA Fund

PATNA – Nitish Kumar, the Chief Minister of Bihar has finally decided to scrap the MLAs Local Area Development ( MLALAD) fund. The cabinet meeting held on Tuesday finalized the decision which will come to effect from fiscal year 2011. It is a historic step in Indian politics.

The Principal Secretary, cabinet co-ordination department Afzal Amanullah briefed the media here after the meeting. He said ‘Earlier it was the Rural Work Department, which was acting as a nodal agency to spend the MLAs funds. Now Nitish Kumar has directed Planning and Development Department to come out with an alternative scheme, which should be more transparent and pragmatic in nature’

Fact - The misuse and misappropriation of public money in Bihar, and indeed of India, is more by bureaucrats or with their active connivance than just MLA's. So, this decision of Nitish Kumar is meant to be a New Year Gift to DM's etc. also to acknowledge their active 'support' in bringing him back to power! Though, their jack was not much needed, as the outcome of the Elections was heading the same way & foregone conclusion with dreaded Lalu and thoroughly sold out Congress in opposition.

पूर्णिया सदर के भाजपा विधायक राजकिशोर केसरी की मंगलवार सुबह एक स्कूल की संचालिका ने चाकू से गोदकर हत्या कर दी। हत्या विधायक के सिपाही टोला स्थित आवास पर उस समय की गयी जब वे जनता से मिल रहे थे। इससे आक्रोशित लोगों ने महिला की जमकर धुनाई कर दी। बाद में पुलिस ने उसे घायल अवस्था में कटिहार मेडिकल कालेज अस्पताल में भर्ती करवाया।

आरोपी महिला द्वारा विधायक पर यौन शोषण का आरोप लगाया गया है। हत्याकांड के विरोध में पूर्णिया में आज बाजार बंद रहा।

जानकारी के अनुसार विधायक अपने आवास पर जनता की समस्याएं सुन रहे थे। सुबह लगभग साढ़े नौ बजे स्थानीय राजहंस पब्लिक स्कूल की संचालिका रूपम पाठक उनके आवास पर पहुंची और अकेले में बात करने की इच्छा जतायी। विधायक निर्धारित स्थल से हटकर बगल में पहुंचकर उससे बात करने लगे। इतने में महिला ने अपनी काली चादर में छुपाकर लाए गये चाकू से विधायक के पेट पर वार कर दिया। चाकू लगते ही विधायक जमीन पर गिर गये। विधायक के गिरते ही उनके गार्ड और उपस्थित लोग दौड़े और महिला को पकड़ लिया। विधायक को उनकी स्कार्पियो में लाद कर सदर अस्पताल लाया गया जहां चिकित्सा के दौरान उनकी मौत हो गयी।

रूपम पाठक वही महिला थी जिसने सात माह पूर्व विधायक के खिलाफ यौन शोषण का मामला दर्ज कराया था। हालांकि बाद में इस मामले में दोनों पक्षों में सुलहनामा हो गया था। विधायक का चाकू मारने के बाद इस महिला ने आक्रोशित लहजे में कहा कि इस आदमी ने मेरे जीवन को नरक बना दिया था। जिस महिला ने विधायक का चाकू मारा उसने 28 मई 2010 कोपूर्णिया के के. हाट थाने में लगातार तीन वर्षो तक यौन शोषण करने का मामला दर्ज कराया था। जिसमें के. हाट थाना पुलिस ने कांड संख्या 182/10 में विधायक राज किशोर केसरी एवं उनके एक सहयोगी विपीन राय के खिलाफ धारा 376 के तहत मामला दर्ज किया था। थाने में दर्ज कराये गये इस मामले में महिला में चूनापुर रोड स्थित एक निजी विद्यालय राजहंस पब्लिक स्कूल की संचालिका रूपम पाठक ने आरोप लगाया था कि 14 अप्रैल 2006 को विधायक द्वारा उसके विद्यालय का उद्घाटन किया था। इसके बाद से वह विधायक के सम्पर्क में आयी। 2007 में विद्यालय के वार्षिकोत्सव का मुख्य अतिथि के रूप में आमंत्रित किया जिसमें वे शरीक भी हुए। इसी में रूपम के पति ने विधायक से स्कूल तक जाने वाली सड़क की मांग रखी। 18 अप्रैल 2007 की संध्या जब वह विधायक के आवास पर स्कूल तक जाने वाली सड़क के संबंध में मिलने गयी तो विधायक ने उसके साथ जबरन शारीरिक संबंध स्थापित किया। इस घटना के दौरान विपीन राय जो विधायक के करीबी हैं वे आवास के बाहर बैठे रहे। पीड़िता ने यह भी आरोप लगाया था कि इसके बाद वह लोक लाज के भय से चुप रही लेकिन इसके बाद विपीन राय उसे इस मामले में यह धमकी देकर की वह पूरे मामले का पोल खोल देगा उसका यौन शोषण करता रहा। हालांकि मामला दर्ज होने के बाद पुलिस अधीक्षक पूर्णिया नैयर हसनैन खान ने बायसी के पुलिस उपाधीक्षक शंकर झा को इस मामले की विशेष जांच का निर्देश दिया। मगर मामला दर्ज होने के एक माह बाद ही पहले तो रूपम पाठक ने शपथ पत्र दायर कर फिर न्यायालय में 164 के तहत अपना बयान दर्ज कराया जिसमें कहा गया है कि उसने विधायक राज किशोर केसरी एवं विपीन राय के खिलाफ जो आरोप लगाकर थाने में मामला दर्ज कराया है। वह गलत है उसने किसी के बहकावे में आकर इस तरह के आरोप लगाये थे। जिसके बाद पुलिस ने आरोप पत्र संख्या 185/10 दिनांक 31.08.10 न्यायालय में 07.09.10 को जमा किये जिसमें साक्ष्य के अभाव में इस मामले को समाप्त बताया गया। इसके बाद फिर से रूपम पाठक ने न्यायालय में 16.09.2010 को विरोध पत्र दायर किया जिसमें कहा गया कि अभियुक्तों द्वारा दिये गये दवाब के कारण उसने पूर्व में ऐसा बयान दिया। जिसके बाद न्यायालय ने सूचिका रूपम पाठक की न्यायालय में उपस्थिति की तारीख 25.03.2011 निर्धारित की थी।

पुर्णिया विधायक राज किशोर केशरी की हत्या प्राइवेट स्कूल राजहंस पब्लिक स्कूल की संचालिका रूपम पाठक ने कल क्यों की,इस पर बहस छिड़ चुका है.महिला ने विधायक जी पर यौन शोषण का आरोप लगाते हुए कहा है कि वो (विधायक) पापी है,वो मर नहीं सकता.उसने मेरी जिंदगी को नरक बना दिया था.रूपम को अपने किये पर कोई पश्चाताप नही है. दरअसल यौन शोषण के मामले को लेकर उसने न्यायालय में एक केश भी दर्ज कराया था लेकिन बतौर महिला उसपर विधायक के लोगों द्वारा दबाव बनाया गया था कि न्यायालय में आरोप के वापस लेने हेतु बयान दे.सच जो भी हो,ये कड़वा सच है कि विधायक जी की हत्या हो चुकी है,और रूपम पाठक का कड़ी सुरक्षा में अस्पताल में इलाज चल रहा है.पर इस वक्त का सबसे बड़ा सवाल क्यों कोई इस तरह क़ानून अपने हाथ में लेकर फैसला खुद सुना देता है.

विधायकों के चरित्र और शोषण नितीश के सुशासन में कोई परिवर्तन नहीं हुआ है और शायद न्याय पाने के लिए उसके समक्ष कोई और चारा भी नहीं था. वैसे तो स्वयं नितीश कुमार के चरित्र के बारे में अफवाहों का बाज़ार गर्म रहता है, परन्तु दिवंगत विधायक के मामले में तो सभी कुछ रिकार्ड पर है. डी आइ जी कहते हैं की रूपं की मानसिक स्तिथि ठीक नहीं है, ऐसा क्यों हुआ उस पर कुछ नहीं कहते है. मेरे समझ में तो राष्ट्रीय महिल आयोग को इस प्रकरण की अपने स्तर पर जांच करनी चाहिए.......
